What is Psychological Warfare? Part 6

Psychological warfare from it's inception has also targeted the people of the United States.





The real job that most of the mass media is involved in; is the business of selling eyeballs to advertisers. And its all broken down rather precisely. If you want to buy advertising on a particular show, the network can tell you with great precision how many million men between the ages between 16 and 25 watch this program and how many women between the ages 25 and 35 watch that program. If you watch, particularly the sitcoms, you can see precisely in the advertising who it's aimed at. So what a TV station really does, is not put on entertainment. Where its money comes from is selling your eyeballs to advertisers. In order to make that work, there have to be ways to count how many eyeballs are being sold. There have to be ways to survey this, and to put forward a plausible argument from the media to the advertisers as to why the advertisers should come up with a billion dollars a year to sell cosmetics, or comparable numbers to sell automobiles, and so on. Where the academic field of mass communication research began, was in the development of these techniques to do precisely that type of measurement. To measure how many ears in those years, because we're talking about radio when the thing originated, were tuned to a particular advertisement; and what effect did that have on sales. And to what degree did the person reading an advertisement remember that advertisement. There are lots and lots of studies you can find in the library that elaborate on these themes. 


Development theory is an interdisciplinary theory. It's very much the fond dream of academics to have these interdisciplinary developments. It combines communication research, sociology, political science, bits and pieces of psychology, and so on. It's really quite an arrogant idea, to figure out some sort of formula by which every country in the world would 'develop' along the lines that the hegemonic power wanted it to develop.


There was a cold war going on; the Americans weren't the only players in this game. What happened was that the various developing countries in the world, the countries that came out of the colonial yoke, were caught in this crossfire; to their great disadvantage. Even Pope John Paul the II, who who was no radical by any stretch of the imagination; argued that this so called development, in the midst of the cold war, has been extraordinarily damaging to most of the people of the world. Most particularly in those countries that became centers of contention between east and west development theory.


The dominant paradigm of the period proved to be that the appropriateness and inevitability of elite control of communication was taken as a given. As a practical matter, the key academic journals of the day demonstrated only a secondary interest in what communication is. Instead they concentrated on how modern technology could be used by elites to manage social change, extract political concessions, or win purchasing decisions from targeted audiences.


At least a half dozen of the most important centers of US communication research depended for their survival on funding from a handful of national security agencies. Their reliance on psychological warfare money was so extensive as to suggest that the crystallization of mass communication studies into a distinct scholarly field might not have come about during the 1950's without substantial military, CIA, and US information agency intervention.


One of the institutions which served to a large extent as a vehicle for the communication of some of the concepts such as development theory, is the Public Opinion Quarterly and that publication in many ways epitomizes the crossover between psychological warfare and communication researchPublic Opinion Quarterly is a very well known academic journal that specializes in how public opinion is measured and during the early 1950's it was really rather straightforward in that it viewed itself as participating in psychological warfare. It would publish articles describing what the various tactics in the west had been against the Germans in World War II and that sort of thing. That was on the first and sort of most obvious level. The next level is that the journal itself promoted particular attitudes about what communication is, what society is, and even down to such things as what's the correct line on strategy for dealing with the Russians, or the Italians, or whomever.


So the journal itself was, although it didn't present itself in these terms was a propaganda organ. On the third level what one sees, is a very close inbreeding between the senior editors and the editorial board of the journal on the one hand, and the intelligence agencies on the other hand. The founder of the journal back in 1937 was a man by the name of DeWitt Poole, who was then on sabbatical from the state department. His specialty was anti-communist propaganda. That's what he did for a living. Moving in to the post war period, he eventually became senior executive with Radio Free Europe/Radio Liberty operations that were founded by the CIA.

But even the best democracies agree that when a major war approaches, democracy must be put on hold for the time being. I have a feeling that climate change may be an issue as severe as a war. It may be necessary to put democracy on hold for a while.

Black Ops: Senator Schaefer “Suicide” Case

Senator Schaefer led opposition to HB582 and SB304, two bills introduced by fellow Republicans that would have likely resulted in increasing child sex slave trafficking. These bills would have made it legal for teenagers to participate in certain illicit acts. The bills effectively removed the legal authority that police now have to pick teenagers up and get them into protective custody so that they can no longer be pimped for those acts.





On Friday, former Senator Nancy Schaefer and her husband were found dead in their home in Habersham County. Even before a GBI investigation could be initiated, media outlets began pronouncing that their death was a “murder-suicide” and shut off most public comment posting on their web sites. The “murder suicide” theory implies that Sen. Schaefer’s husband shot her and then killed himself (or vice versa). Both Habersham County and the Georgia Bureau of Investigation began investigating the case as a “murder suicide” rather than the more obvious “murder made to look like suicide”. Like so many people, I have known former Sen. Nancy Schaefer for 15 years and spoken to several people who know her better than I do. They believe that the “murder suicide” theory is highly unlikely for any one of the following reasons:

1. It is totally against Nancy Schaefer’s consistently strong commitment to the sanctity of life principles that she has fought so valiantly to uphold;

2. Nancy and her husband, Bruce, have five children and more than a dozen grandchildren who they would not choose to leave behind so abruptly;

3. Bruce’s problem with cancer was corrected and under control so there was no reason to end his life as one senator tried to imply;

4. Nancy or Bruce would not likely agree to commit such an act that violates the fundamental principles of their Christian faith;

5. Bruce was retired and the couple did not appear to be in any type of dire financial crisis that would lead them to commit such acts;

6. Bruce and Nancy knew that her sister who had Alzheimer’s disease needed her to help take care of her;

7. Friends who knew the couple best state that Bruce would simply not have the capability to kill his wife;

8. Nancy was dedicated, as a national leader, to help needy people overcome abuse within Child Protective Services organizations;

9. Nancy was actively exposing corruption within the Department of Family & Child Services (DFCS) including actions by the DFCS director in the county where she lived.

10. Nancy knew that she was needed in the fight against child sex slave trafficking in Atlanta which has one of the highest activity rates in the country;

11. Bruce was highly supportive of Nancy’s work for decades and would have little or no reason to suddenly try to kill her at such a critical juncture in her career.

Specifically in Georgia, former Senator Nancy Schaefer had found during the last few years that:

- in Georgia housed children in a foster home with a known pedophile who molested the children.

- in Habersham County failed to remove six children from a home where they are being abused and tortured.

- in Georgia turned two girls over to a California father who had a pornographic video business.

As President of Georgia Eagle Forum, Nancy Schaefer planned to be in Alabama this weekend for an Eagle Forum convention. Instead she chose to stay in Georgia to develop new information that would have further exposed corruption in DFCS and beyond. Many Eagle forum members who were close to Sen. Schaefer were aware of her courageous efforts. None of them believe that either she or her husband was involved in any type of suicide.

It is particularly ironic that the Atlanta Journal Constitution (AJC) chose to quote State Sen. Don Thomas in their March 26 article about Sen. Schaefer’s death. The AJC portrayed him as a friend of the couple even though he lives on the other side of the state from the Schaefer family and was diametrically opposed to many of their core beliefs. Sen. Thomas, the Chairman of the Health and Human Services Committee, immediately propagated and expanded the “murder-suicide” theory without any first-hand knowledge or evidence. That is very disturbing considering it is his committee that should have been helping to clean up the corruption at DFCS. Activists supporting Sen. Schaefer explained that he constantly advocated increased power and authority for DFCS in spite of the evidence showing the organization was misusing that authority.

With Nancy Schaefer no longer on the scene the question may be raised as to how best to continue her legacy. I believe that she would want conservatives, progressives, libertarians, constitutionalists as well as grass roots Democrats and Republicans throughout Georgia to unite and work to rectify the corruption in DFCS and eliminate child sex slave trafficking in Georgia.

Psychological warfare from it's inception has also targeted the people of the United States.





Edward Barrett ended up as the dean of the graduate school of journalism at Columbia University, founder of the Columbia Journalism Review and so forth. Barrett, talking about where his colleagues from the Office of War Information were as of 1953, said they were the publishers of Time, Look, Fortune, and several daily newspapers. Editors of magazines such as Holiday, Coronet, Parade, and Saturday Review. Editors of the Denver Post, the New Orleans Time-Picayune. Heads of Viking Press, Harper Brothers, Krauss, Strauss and Young, two Hollywood Oscar winners, a two time Pulitzer Prize winner, the board chairman of CBS, and a dozen key network executives, President Eisenhower's chief speech writer, the editor of Reader's Digest international edition, and at least 6 partners of large advertising agencies. The point being here, not that these people all thought alike or that they were engaged in some big conspiracy, but that they had a common war time experience and a set of common preconceptions about what communication is and how it was supposed to be used and how it could be studied and so on. It has had enormous impact on what we today take to be communication.


This word communication; it's trickier, it's richer in meaning than it seems at first. The root word comes from latin comminunia which means sharing of burdens. The spirit there is in a two way exchange of information; a two way sharing of burdens. Now, of course, that doesn't mean the burdens were necessarily equally shared. But nonetheless, this basic characteristic of communication as having a two way character or a multi-way character remains true. You see it in other words that are related to it like commune or communion and so on. But nowadays communication, particularly the way it's talked about in schools and the way it's used in commercial enterprise, it has quite a different meaning. It means how I can tell you what to do.


The relationship between psychological warfare and communication research solidified with the development of the post-World War II national security state in NSC directives.


NSC is the National Security Council, and they're the principal advisers to the President on national security issues. That council was set up mainly because up until the end of the Roosevelt Administration, the military advisers shouting in one corner, and the political advisers shouting in the other. And while President Roosevelt was crafty enough to handle both, as a new world emerged, Truman and his successors wanted a staff to combine the military and the political questions in to a single group of advisers. One of the very first things that this combined staff did was to work on the question, or the issue, of psychological warfare and the combination of propaganda on the one hand; and violence on the other hand.


An example of this is NSC document #4. This was rated confidential. A confidential document is the lowest level of government secret and ten's of thousands of government employees have access to it. So while it is nominally, and officially, and even legally a 'secret' as a practical matter, confidential information is seen on the front page of newspapers everyday. That has been the case for decades. So NSC #4 was a confidential decision. The US had to set up psychological warfare operations to counter the Russians and this will consist of what was the predecessor of the US information age, and the early Voice of America and so on. So psychological warfare, in this officially secret but really public definition, was propaganda itself in the way it was presented. You saw it written up in US News and World Report and magazines of that sort minutes after NSC #4 was created.


Then the National Security Council took up NSC #4A which is a top secret decision and a top secret classification is considerably stricter than confidential. One of its aspects, is that the very existence of a top secret decision is secret. No government official can legally acknowledge that a top secret decision has been made. Well NSC #4A said that these little propaganda operations; USIA, the Voice of America, and so forth, would be supplemented by systematic campaigns of sabotage, guerrilla warfarecovert operationsassassinationinsurgencycounter-insurgency, etc. The authority to do this at this stage was pretty vague because the different security agencies were still arguing over who would get the brief to carry out this type of warfare. The decision on that came about 6 months later with the decision that was called NSC 10/2NSC 10/2 created an entirely secret agency, the Office for Policy Coordination. The function of this entirely secret government agency was specifically to carry out these types of covert operations. That secret government agency eventually became the Operations Directorate of the CIA which has basically the same functions today

We were at critical mass. Remember we were out on the streets, and we were up on our hind legs. We were making noise and we were rallying. And we were writing letters, and we said, "Don't you dare take away my health freedom."

Remember? And we won. Except we got fat, dumb, and lazy, and stopped protecting ourselves. So now were in the same place again, except it's all food instead of just nutrients.

Now, what else can you do? Well, were going to write a series of Codex alternative guidlines. Everything bad in Codex will have an alternative guideline that turns it into a pro-health guideline. What have we done with the guideline, the vitamin and mineral guideline? You can see that, because we have a markup copy that has their guideline crossed out and ours written in, on the website. It's right there. What we've done is turn it into something, into a guideline; that mandates biochemically, individually determined, optimal health, and it's still Codex compliant.

So we said, "Okay, now we need Congress to adopt this, and we need other countries in the world to adopt this."

So Bert and I, went to Washington DC, and we met with Dana Rohrabacher from Orange County. Who said to us, he is a representative, he said, "I believe in pesticides."

I went, "Oooh."

He said, "I believe in GMO."

I went, "Ooh, ooh."

He said, "I believe in irradiation of food."

I went, "Ooh, ooh, ooh."

But, he said, "I believe in your right to not be forced to eat foods that have been processed that way more than I believe in those technologies."

We said, "Ooh, that's really nice."

Now we need a coalition. So we went across the aisle, or across the office building, to see Peter DeFazio's staff from Oregon; who was a liberal democrat. Whereas Rohrabacher is a republican, a libertarian republican. And Defazio's on board.

And we have large numbers of others who actually never heard of Codex before we told them about it. Never heard of Codex. We have called every health legistative aid in Congress and we have said, "What's your congressman's position on Codex?"

And they said, "Wahh?"

We have spoken to the trade legislative assitants we said, "What's your congressmans position on Codex?"

They said, "Uh-what?"

They don't know. 

We had a congressional briefing set up on the 20th of September. I was going to address Congress; tell them about it. I thought that was cool. 10 days before, it became a briefing on something else. Another freedom click, you need to write Congress on the site and tell them they need a congressional briefing, by god, and tell them you want me to brief them. They don't know. They've never heard of it, anymore than the general public has heard of it.

Gee, how'd that happen?

Who knows?

Every negative part of Codex can be overturned by a guideline, a regulation, or a standard, that is positive. So we need your help. Because the United States leadership in this guideline, and all of the positive guidelines to follow, is what's going to literally save the population of the planet.
